Strange files on / again

It doesn't look like file handles are being kept open anymore, but  
there are still 2 files being created:

-rw-r--r--  1 root  admin  0 Aug 12 09:23 %A0??
-rw-r--r--  1 ed    admin  0 Aug 12 09:21 %F0%DE%FF%BF%87x%85%96%E8%DD 
%FF%BFQ%D6e%90`
