In the process of chasing down the QTKit Capture bug, I think I 
understand what is happening:

PhotoBooth is completely closing the video digitizer when it's in the 
background. (And it appears to be running it in a separate server 
process)

IOX Camera Control needs a working instance of the driver to 
connected to in order to control it.

So, when you bring CC to the front, PB closes the driver out from under it.

You you bring PB front, it starts a new copy of the driver.

Where this gets really annoying is with a demo version of the driver.

The driver will kick off the registration dialog the first time it's 
opened in a new process (but not when re-opened in the same process, 
because that was annoying with Skype).

With PB, the registration app pushes PB to the back which closes the 
driver and kills the server process -- when you bring pb front, it 
starts a new server and you get a new dialog (which pushes PB back 
and closes that server). Rinse, lather, repeat.

I don't have a fix for you yet, but at least there's an explanation.

Is this consistent with what you're seeing?
