If you check the log, the .bom is inside a receipt .pkg in /Library/Receipts:

Jan 30 13:43:09 : Name: NSInvalidPackageException
Jan 30 13:43:09 : Reason: Can't open package 
/Library/Receipts/Webcam.pkg (there was an error reading the file 
Webcam.bom).
Jan 30 13:43:09 : Completed installation steps:

Delete /Library/Receipts/Webcam.pkg and try installing again and it 
should work.

Sorry if I wasn't more clear in the notes.
